Senior Program Manager – PASTI Project (Papua, Indonesia)

About the role

The Senior Program Manager will lead the technical operations of the Partnership to Accelerate Stunting Reduction in Indonesia (PASTI) project in Papua. Reporting to the Zone Program Manager, the role oversees implementation across four provinces, ensuring quality, timeliness and cost‑effectiveness in line with USAID regulations.

Key responsibilities

• Provide technical operations leadership and manage sub‑partners to achieve project results.
• Coordinate and implement activities in four provinces, building relationships with provincial governments and key stakeholders.
• Develop, submit and monitor monthly activity plans and budgets aligned with project deliverables.
• Offer advocacy expertise and technical support to the project team.
• Supervise consultancy work, including data‑management and government‑relationship consultants.
• Develop project priorities, revise plans and budgets based on monitoring and learning.
• Integrate disaster management and advocacy into long‑term development processes.
• Prepare program budgets, monitor expenditures and ensure compliance with Wahana Visi Indonesia financial policies and USAID requirements.
• Manage stakeholder engagement to maximise programme impact.

Required profile

• Senior‑level professional with extensive experience in international development programme management.
• Strong knowledge of USAID regulations and cooperative agreements.
• Proven ability to work with provincial governments and multi‑sectoral partners.
• Demonstrated advocacy expertise and experience supervising consultants.
• Excellent budgeting, financial monitoring and reporting skills.
