Monitoring, Evaluation, Accountability & Learning Officer – Special Cluster Papua

About the role

The Monitoring, Evaluation, Accountability & Learning Officer (MEALO) will work within World Vision’s Special Cluster in Papua to establish and maintain a community‑based monitoring and evaluation system. This role supports program planning, data collection, and learning processes to improve services for vulnerable children.

Key responsibilities

• Collect routine community‑level data to feed a participatory monitoring and evaluation system.
• Assist the program team in developing community visions and transformative plans focused on child welfare.
• Facilitate the preparation of grant‑aligned program development plans together with the MEAL Coordinator.
• Utilise existing resources efficiently and support capacity‑building activities for partners, cadres, and community members on monitoring and evaluation.
• Provide technical assistance for community‑based monitoring, share successes and challenges through trainings, seminars, and coordination meetings.
• Maintain an up‑to‑date program database accessible to all AP teams.
• Coordinate with MEAL staff and other coordinators to conduct regular monitoring, baseline surveys, and field accompaniment.
• Document project reports, lessons learned, and feedback mechanisms, and contribute to monthly, quarterly, and annual reporting.
• Support the establishment of partnerships with NGOs, institutions, and local stakeholders.

Required profile

• Experience in monitoring, evaluation, accountability, and learning (MEAL) within humanitarian or development contexts.
• Proven ability to collect, analyse, and report community‑level data.
• Strong facilitation skills for capacity‑building and participatory learning sessions.
• Excellent coordination and documentation abilities, with attention to detail.
