Monitoring Evaluation Accountability and Learning Lead - Special Cluster Papua

About the role

World Vision Indonesia is seeking a Monitoring Evaluation Accountability and Learning (MEAL) Lead for the Special Cluster Papua. The role provides technical support and capacity building to ensure high‑quality program design, monitoring, evaluation, research, learning and accountability across development, health‑education‑advocacy (HEA) and advocacy projects.

Key responsibilities

• Provide technical advice to SRIE, Technical and Program teams on monitoring, evaluation, accountability and learning for sponsorship, PNS and grant initiatives.
• Act as a strategic link between Development, HEA, Advocacy teams and MEAL units to facilitate communication and mutual support.
• Design and manage MEAL strategies within project concepts and proposals, especially for Papua‑area initiatives.
• Support resource acquisition by ensuring technical rigor and evidence‑based program designs for donor proposals.
• Lead capacity‑building activities to strengthen MEAL teams’ ability to generate program evidence and foster a learning culture.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within development or humanitarian projects.
• Experience supporting development, HEA and advocacy initiatives at national and sub‑national levels.
• Ability to provide strategic technical advice and facilitate cross‑team collaboration.
• Experience in proposal development and donor engagement.
• Strong capacity‑building and mentorship skills.
