Health System Strengthening (HSS) Field Officer

About the role

The Health System Strengthening (HSS) Field Officer will support the piloting of comprehensive sexual and reproductive health (SRH) services for women and girls in health facilities in Semarang. Working under the HSS Specialist, the officer will provide technical assistance to the Violence‑against‑Women (VAW) and Clinical Forensic Center and help strengthen referral pathways.

Key responsibilities

• Assist in developing a detailed implementation plan for the SRH pilot and identify local partners.
• Coordinate day‑to‑day activities between the VAW and Clinical Forensic Center and other Ipas units, delivering clinical and non‑clinical technical support.
• Introduce the comprehensive SRH service to city and provincial stakeholders and support referral system strengthening.
• Monitor service delivery, produce monthly progress reports, and contribute to lessons‑learned documentation.
• Prepare and track activity budgets in line with Ipas Indonesia regulations and report monthly utilization.
• Ensure compliance with HR policies, document program activities, and uphold ethical standards in all field work.

Required profile

• Experience in implementing health or SRH programs in a field setting.
• Familiarity with coordination among NGOs, health facilities, and government agencies.
• Ability to work independently in Semarang and travel to pilot sites as needed.
• Strong commitment to gender equity and ethical practice.
