Organizational Development Consultant (Consultancy)

About the role

Save the Children Indonesia seeks an experienced Organizational Development Consultant to update job descriptions, create a technical competency framework, and develop competency‑based assessment tools. The consultant will work closely with HR and line managers to align roles with new business processes and workload analysis results.

Key responsibilities

• Review existing business process maps, workload analysis results, organizational structure, job descriptions and HR policies.
• Update job descriptions to reflect new processes, decision rights and reporting lines.
• Design a technical competency framework for each job family, including proficiency levels and behavioural indicators.
• Develop guidelines and practical tools for competency‑based recruitment, performance appraisal, promotion and learning needs analysis.
• Pilot the tools in at least two departments, refine them, and train HR staff and line managers on usage and maintenance.

Required profile

• Master’s degree in HR management, organizational development, psychology or related field.
• Minimum 5 years of experience in OD or HR consulting, including job analysis and competency framework development.
• Proven ability to design competency‑based assessment tools and facilitate workshops.
• Excellent written and spoken English and Bahasa Indonesia.
