National Consultant – Technical Assessment of Integrity Risks in Migrant Worker Placement

About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking a National Consultant to conduct a technical assessment of integrity risks and vulnerabilities to trafficking in persons (TIP) within the placement process of Indonesian migrant workers destined for Malaysia. The consultant will work from Jakarta, travel across Indonesia as needed, and deliver evidence‑based findings and recommendations to strengthen governance, transparency and protection along the migration corridor.

Key responsibilities

• Prepare an Inception Report outlining workplan, methodology, stakeholder mapping and tools for data collection.
• Conduct a comprehensive desk review of laws, regulations, policies and existing studies and produce an end‑to‑end placement process map.
• Facilitate at least ten stakeholder consultations with government agencies, recruitment intermediaries, civil society organisations and migrant workers, and analyse the gathered information.
• Draft an Assessment Report including executive summary, methodology, risk analysis, protection mechanisms and practical recommendations.
• Organise and lead a validation workshop to present findings, capture stakeholder feedback and refine the report.
• Deliver a final Technical Assessment Report incorporating validated findings, updated process maps, risk analysis and context‑specific recommendations.
